July 27, 2026- Culmia, the real estate platform that brings together all housing solutions on the market, is beginning to market 437 new affordable rental units in Madrid, located in Usera and Valdebebas, as part of Lot 1 of the affordable housing program promoted by the Madrid City Council.
These homes will be marketed through Sogeviso, which will begin the registration process on July 28. Prior to the opening of registration, interested parties will be able to access information about both developments and the terms and conditions.
These housing developments are carried out within the framework of the Madrid City Council’s affordable housing program through a 45-year surface rights lease. Under this program, interested parties—who must use the home as their primary and permanent residence—must meet certain requirements to qualify for the housing, including, among others, being individuals of legal age, have a household income between 5.75 and 7.35 times the IPREM (depending on the development), not own any property in the municipality of Madrid, and be able to demonstrate a connection to the municipality, either through a minimum period of registration on the municipal roll or by being employed there. Interested parties will find full details regarding the requirements and the documentation to be submitted in the aforementioned terms and conditions, which will be published along with information on both housing developments on the Sogeviso website.
The Usera development features 222 units with 1, 2, and 3 bedrooms, while the Valdebebas development includes another 215 units with the same variety of bedroom configurations. Both developments feature a garage, storage room, community pool, gym, green spaces, community room, and bicycle parking.
The homes are part of the affordable housing program promoted by the Madrid City Council through the Department of Urban Planning, Environment, and Mobility, based on the transfer of surface rights for land belonging to the municipal government. Within this framework, Culmia was awarded the surface rights to lots 1 and 5 for a period of 45 years, which has enabled the development of these new homes for affordable rental.
The completion of both housing developments represents a significant step forward in addressing Madrid’s housing challenge. Thanks to collaboration between the public and private sectors, available municipal land is now being transformed into new residential housing designed to facilitate access to housing for broad segments of society, with maximum rents estimated based on the average income in each location and a sustainable housing cost-to-income ratio for households.
The development of these housing units also helps strengthen the residential supply in two areas of strategic importance to Madrid. Usera is a well-established, well-connected, and centrally located district, where the addition of new affordable housing helps meet the city’s existing demand. Valdebebas, for its part, is one of the urban areas with the greatest growth potential in the capital, poised to continue establishing itself as a new residential hub with services, amenities, and high-quality urban living.
According to Ángel Doral, director of Build to Rent at Culmia, “the completion of these 437 housing units demonstrates that public-private partnerships are an essential tool for addressing Madrid’s housing challenge. Thanks to the City Council’s provision of land and Culmia’s development and management capabilities, the city now has more affordable rental homes in locations with real demand and the potential to continue growing as vibrant, diverse, and accessible neighborhoods.”
With this project, Culmia is strengthening its role as a key player in the development of affordable housing in Spain and as a partner to the public sector in implementing residential solutions that expand the available housing supply, mobilize land, and promote access to housing in major cities such as Madrid.
